Ummm, no. lvl "almost 70" doesn't really cut it on either side.
Well then, one day, when ya make it to a lvl you feel safer with, you should give it a shot. You can always switch back.

I have a question on the new Rage weapon's skin, I got two this morning a link and mine layer, but it looked like a generic weapon. I'm just wondering if my settings may be too low to see the firey texture?
If you mean that you can see the rage skin on other weapons but not on these two guns, then I have no idea.
If you mean that you have never seen the rage skin, then your video card cant handle processing all the complex levels of combiners and shaders involved in this particular skin effect.
It's a known issue I discovered when I started using it on my Rage guns a couple of months ago. Any players who dont have a certain level of graphics card will never see this skin effect. Sorry, Epic made the shader not me or Druid.
If someone is using software accleration instead of Direct 3d the combiner does not have a fallback material. You may want to condider using
EpicParticles.Shaders.FireFinal
It is the final pass on the same effect but it also has a fallback material set for those without Direct 3d. The only bad thing is that the blend mode is set to brighten. Of course you could make a duplicate of the Final blend and change the blend mode if that was a problem but youd have to add a texture package for d/l if you did that.

How do I incorporate something like that? Please provide the steps.

You mean I really am important? How I feel when I'm drunk is correct?
