That is a question for Dru ... Although there have been questions regarding the practicality when you consider a weapon like the mini ...
It probably depends on the hardware (and before you ask, no, I wouldn't know how your particular hardware, no matter what it is, would do with a setting so high). I've never run a server (I had enough of that kind of thing with Muds).

The max weapon speed that a server allows should be based on the number of players it will allow.
If its just 4 people or less, hey knock yourself out, go with 1000 for a week and see what its like. At our server, we use 200 because we can host 8 to 10 people at once. Anything higher would cause instability and just plain spam up the map.
Anyone who makes their weapon speed to high will just be overshooting like you might see in paintball. The guy shoots once and 9 balls come out. Then when the first one hits and the guy yells out the other 8 are wasted ammo.

Back when I was playing paintball with any regularity, I used to bait those players who tended that way, and would bait them into shooting their load of ammo, then nail them with a single shot, generally right in the center of the forehead or chest (but I remember one dramatic shot where I happened to hit a couple of feet down). Of course, this was also back in the early days, when we did not have massive ammo resevoirs like I have seen on some.
In terms of UT, too much weapon speed not only results in you doing massive overkill by trying to kill the corpse, it runs you out of ammo. Your best bet is to go for lower levels of resupply and weapon speed, and slowly increase them until you get the desired results. That way, you don't waste points in those areas which is not needed. Of course, it also goes that before you put too much into those two areas, you should probably max out your damage bonus.
