Server Issues with extending DruidsRPG

I've been having problems adding some of my abiliies to my server. What I did was extend DruidsRPG and added everything necessary to the ServerPackages list in my UT2004.ini. I just dont understand why my abilities and such are not showing up. Im pretty sure I've did everything right in the code, edited my UT2004RPG.ini for the changes and added the stuff to the ServerPackages list, and it still hasn't shown up(however it does show up on instant action). Help would be much appreciated.
