Hi, i would like to have jailbreak downloaded only when needed. Could anybody help me out with what i need to add to the configuration file of Druids Mutator?

If you add those lines, your server will only require people to download the JB mod when its played. This setup also assumes you will specify any mutators to use with Jailbreak from MapVote.
