Before I posted I checked both regen and vampire, and they both affected the vehicle armor. I check again now and regen does not. I have tried all sorts of ways, and I cannot duplicate. Something weird there.
Ok, so leave regen alone, and Moof has fixed Vampire.

They work differently. Regen spawns an inventory item in you that ticks for the regen. Vamp traps HandleDamage in the ability itself.
