keybinds need help

I been wanting to add some keybinds to my game play but am have problems.

I guess I need some step by step help.

The biggest thing is I can't find the user.int file

I go to My computer, program files, ut2004, system files and that were I get stuck no user.int file

it is user.ini your looking for

can't find anything user.*

is it a "hidden" file ,maybe check your folder options to not "hide" it
it literally has to be there

Ok I can find it on my XP computer

I can't find it on my vista computer.

Anyone running vista that can tell me how to get to it.

I'm running Win7 and user.ini is exactly where it should be.

Try making the file yourself with some binds in it and see if UT recognizes it.

Open up any window, go to Tools, Folder Options, View tab. Under the hidden files and folders area, select Show Hidden Files and Folders. Also, un-check Hide Extensions for Known File Types. Then hit the Apply To All folders. These are XP selections, but they may be the same in Vista, or at least in the same area, but may be worded a little differently.
