i tried to join Disastrousconsequences server and i get this

Try deleting the file on your HD then joining again. That's all I got for you.

Yep, your game settings are acting up and will not allow outside modifications. Delete the game off your hard drive, disc scan/defrag, then do a clean install. Be sure to download the latest updates prior to playing (v 3369)

Delete that file out of your \UT2004\Textures directory.

Continue locating and deleting the files it tells you are not allowed, until it gives you a different error or repeats one. Then let us know.

You may need a reinstall.
