First I did not know which forum I should put this question in, so if it is in the wrong section, sorry.
How can you make a voice pack and how do you assign the voices to a certain skin? Is there a program that converts the audio so it can be used within UT2K4? I would assume that it is just like the skin pack that the audio would have to be put on the other peoples computer to hear it right?
Ok if you can just point me in the right direction, that is all I am looking for.

Ued can import sounds to a package and you can then make a voicepack (code) there is also another program out there that does it all for you, I just cant remember the name for some reason.

When making a new voice pack you'll want to name it something different than any others or else when someone later downloads that skin (which include the voice pack) they'll overwrite yours.
For instance I used the FRY skin and voice pack, I renamed everything to FODDERFRY so I wouldn't clash with anyone elses.
FRY.upl became FODDERFRY.upl
FRYANIM.ukx stayed the same
FRYVOICE.u became FODDERFRYVOICE.u
FRY.utx became FODDERFRY.utx
The following is the contents of my fodderfry.upl which needs to be edited to reflect any name changes of the files:

Since all you're changing is the voice pack all you have to edit id the "voice=" line
You'll have to edit your ".upl" file to reflect your new name.
I edited my copied Fodderfry.upl and changed the line that read Voice=fryvoice.fryvoice to read Voice=Fodderfryvoice.Fodderfryvoice (the names you used when you were in the voice package editor)
1. If you want to include sounds from your old voice pack or sounds from any voice pack open Unreal editor SOUNDS tab then click FILE-->OPEN-->go to your system dir and open the voice pack (voicepak.u) to be edited, click on the sound to be exported then FILE-->EXPORT
You'll have to do this for each sound you want in your new package.They will be saved in .wav format
When you're done close the editor BUT DONT SAVE ANYTHING
2. I use "UT2k4 Voice Packager" to make my new voice pack which can be found at http://geeks.beyondunreal.com/ut2004/tools.php#VoicePkg
The different tabs I used are:

To make the ".u" final package click the yellow "u" at the top of the program screen.
You can test it by clicking the blue "u"
Save it to your SYSTEM directory
Now you're done... wasn't that easy?

First of all, I just had a chance to read this information and thank you very much for your help and being very descriptive.
My question is: I currently use the existing Spiderman skin and I will be making a voice pack for that soon and I see you changed the names so it does not overwrite the files. Do I need to change the name to the skin iteself and somehow put it in another Fro pack or can I just link my current sounds to the existing skin?
Do you have to link a skin to a sound file?
You stated I would just need to edit the voice= line. This would be in the existing UPL file or a new one? Also I see that the program creates an INI file. Do I need this INI file on my system or does it need to be part of the pack?
I have read your information about the packager and understand how to test/build, etc. from that program.

NOTE: I had the wrong extensions on my list of files I put in my pack, they are correct now. i.e. The 1st line in my file list in my post above was "FRY.utx became FODDERFRY.utx" it has been changed to correctly say "FRY.upl became FODDERFRY.upl"

When the game starts it checks to see what UPL file everyone is using, if someone is playing with a UPL file you don't have they appear as Jacob to you.
Let's say this is what you are using:
spiderman.upl
spiderman.utx
spiderman.u
spiderman.ukx
You'll need to edit the voice line in your spiderman.upl to refer to your new voice pack. All you need to do then is upload the new voice pack along with the new spiderman.upl that refers to it. You can rename spiderman.upl to xyz.upl if you want, just select xyz as your player when you start the game and anyone who downloaded your spiderman pack (including you xyz.upl) will see your skin. You can think of the UPL as the glossary of your skin which tells everyone else who's playing where all your parts are located.

The voice= line in your upl file will be the link. As long as they have your upl and the voicepack it refers to they will hear your sounds.

It should be a new one. If someone else downloads the spiderman skin from somewhere else other than DC they will overwrite your spiderman.upl

I don't have an INI file with mine. You may mean an INT file, I included my INT file with my pack (it was only 1k)

Does anyone know of a way to assemble a voice pack without the use of this program? I'm trying to throw together a voice pack for the turtle skins and I've got all the sounds edited, but I don't have access to a PC with UT installed at the moment. I tried the suggested program under Virtual PC with the UT demo installed on the off chance that the demo contains the needed registry files to function, but no dice.
