They will use both, but not in the same "phone number". At least that's the way I understand it.

Jason: No, it is not universal. I know a guy whos number was 555515. My father had one which started with 555 on his cell phone... So we have 555 numbers in EU.

As for the link thing: it happened to me once. Always had that line even when I was not firing or when using primary fire.

Well, thats not entirly true anymore. 555-1212 has always been information in a great many areas, and I had heard that the 555 prefix was recently (last year or so) opened up for phone numbers. I think they still have a certian number of 555-xxxx numbers reserved as purley fictional, but i cant remember what they are. (0001-0999 I think, not sure though.)
