I would say there are two things you should change:
-the 80 stat points per level will cause havoc on the CPU when a bot levels up and tries to spend so many points properly
-making each level require 1 exp point will drain your CPU also since with one shot a player could potentially level up about 15 times at once with standard monsters and point values, and 15* 80 points per level = 1200 stat points (assuming you had both of these settings set this way at once)
Both cases create situations where suddenly there is a whole lot of math to do all at once. The mutator wasn't designed to handle all of that.
I would choose something like 30 stat points per level at most, and make each level at least 50 experience apart. If you just want to start out with tons of points, you can manually edit your level in the config file to something really high and spend all the points you want while still using lower settings.

I still don't think that calculations such as that would crash the game (like I said before, a 5000-shot flak cannon only lags for 60 seconds, and no crashing occurs), much less cause a critical error pertaining to an infinite loop.

Umm, mine is actually worse than yours... so... don't worry?
I think I eventually just got rid of bots and it stopped, no worries. However, it was fine when I leveled up several times at once, however the stupid animation it does kept repeating and blocking my view.

Hmm, well today, im going to actually try and crash it, gonna see if i can do it without bots...... If it does it without bots, somethigns gotta be wrong. Oh ya, and, I had the starting level at 55 with 80 stat points. Not easy leveling lol. I didnt have 1 exp per level, i had 50k exp per level ^.^

Oh ya, and, thats only 2600 stat points, wich wont buy every single skill. ^.^

I believe the issue is that it isn't actually an infinite loop. It's that it's trying to buy all the skills simultaneously. If it could iterate through them at a normal pace, it probably would be able to purchase things just fine...
