Bolt and Beam restricted in numerous ways - deathmatch max, recharge time, not with udamage etc.
Spheres slightly reduced in cost.
Slight change to blasts.

Submitted to cvs. For inclusion in the next build if Druid and Shantara agree with the changes.

Increased the range of the MegaBlast slightly, as it was just a bit too short.

Added a 60 second timer, so having used the MegaBlast you have to wait at least a minute before using it again. Otherwise sprees can give back sufficient adrenaline to allow the MegaBlast to be used too frequently.

DamageSphere changed to a default cost of 12 adrenaline per sec to balance it better against the Triple cost of 10 per second.
