Every time I get on UT3 some maps will only be fuzzy like a snow type of thing an its also in my menu so I cant see anything that well, can some help me get rid of it?

please help me with this one, i cant find my user ini file in my ut04 system an the one that i found says user but it does not do anything like i could put in a bind in there an it wont work. an it also will not show my char name. does any1 know if i could get a replacement or get this fixed?
